영국 레딩 대학에서 언어학으로 석사 학위를, 사우샘프턴 대학에서 독일 사회언어학으로 박사 학위를 받았다. 1979년부터 2018년까지 사우샘프턴 대학의 독일어 및 언어학 교수로 재직하였다. 사회언어학, 다중언어주의에 대한 관심을 바탕으로 언어 정책, 언어와 이데올로기, 언어와 이주 문제 등을 연구해 왔다. 2009년에는 독일어와 독일 문화의 국제적 진흥에 기여한 공로를 인정받아 제이콥과 빌헬름 그림상(Jacob- und Wilhelm-Grimm-Preis)을 수상하였다. 주요 저서로는 『독일어와 현실 세계: 현대 독일어에 대한 사회언어학적, 문화적, 화용적 관점(The German Language and the Real World: Sociolinguistic, Cultural, and Pragmatic Perspectives on Contemporary German)』(1998), 『언어 이데올로기, 정책 및 관행: 언어와 유럽의 미래(Language Ideologies, Policies and Practices: Language and the Future of Europe)』(2006), 『중부 유럽의 언어, 담화 그리고 정체성: 다중언어 공간의 독일어(Language, Discourse and Identity in Central Europe: The German Language in a Multilingual Space)』(2009), 『다중언어 메트로폴리스에서의 언어와 이주: 베를린 실황(Language and Migration in a Multilingual Metropolis: Berlin Lives)』(2017) 등이 있다.
