In many cities in the global South, however, the ideal of the networked city has not materialised.As the papers in this edited volume show, the cities of Dar es Salaam and Nairobi are not characterised by universal access to centralised infrastructure networks. While formal institutions and planning strategies reflect the signification and organisational models of a networked city, urban environments are shaped by heterogeneous arrangements of networked and nonnetworked, public and private, regulated and incremental service provision. Building on postcolonial critique, we examine this contradiction by addressing the ‘translation’ of the ideal of the networked city in both cities. We bring to light the negotiations on the translation of this hegemonic model that defies simplistic notions of technology transfer. By exploring the sociotechnical and urban constellations in the two cities, we not only point to the scope of creativity in re-inventing alternative urban modernities, but also to the social inequalities and the splintered geographies of service provision and use. This edited volume will critically reflect on theoretical concepts in postcolonial urban and technology studies, and at the same time deliver in-depth empirical studies on the cities of Nairobi and Dar es Salaam by characterising their heterogeneous infrastructural constellations and how they shape, and are shaped by, urban dynamics.
