웨슬리언 대학교를 졸업하고, 존스 홉킨스 대학교에서 박사 학위를 받았다. 2012년 현재 워싱턴 대학 교(세인트루이스 소재) 사학과 교수로 재직 중이다. 파슨스 교수의 전공은 근현대 동아프리카의 역사와 아프리카계 미국인들의 역사이다. 저서로는 Race, Resistance and the Boy Scout Movement in British Colonial Africa와 The 1964 Army Mutinies and the Making of Modern East Africa 등이 있다.
