1973년 시카고 대학교에서 정치학 박사 학위를 받았다. 1992년 코넬대학교에서 존스홉킨스 대학교로 옮겨와 현재 이 대학의 교수로 있다. 긴스버그는 미국 정치에 관한 논쟁적 저술들을 다수 발표한, 당대 미국의 대표적인 자유주의 정치학자로 꼽힌다. 대표 저서로 크렌슨과 공저한 두 권 이외에, The Captive Public: How Mass Opinion Promotes State Power(1986), Politics by Other Means(1990, 마틴 쉐프터와 공저), The American Lie: Government by the People and other Political Fables(2007) 등이 있다. 시어도어 로위(Theodore J. Lowi), 케네스 쉡슬(Kenneth A. Shepsle)과 공저한 American Government: Freedom and Power은 미국에서 가장 널리 사용되는 정치학 교과서 가운데 하나다.
