영국의 에버딘대학(University of Aberdeen)에서 1988년 박사학위를 취득한 이후 현재까지 미국 코네티컷 대학(University of Connecticut) 경제학과 교수로 재직 중이다. 비용편익분석, 법경제학, 게임이론, 환경경제학과 공간경제학 등 다양한 분석방법을 국제경제와 해양에 적용한 많은 연구논문과 저서를 발간하고 있다. 최근 같은 대학교 경제학과 미셀리(Thomas J. Miceli) 교수와 공동연구를 통해서 해적활동을 법경제학적 분석방법론을 사용한 연구에 집중하고 있다.
