펜실베이니아 대학교(University of Pennsylvania)의 역사학 교수이자 앨로이-앤신(Alloy-Ansin) 국제관계학 교수이다. 애머스트 대학(Amherst College)을 졸업했으며, 베트남 참전용사이기도 하다. 1974년 시카고 대학교(the University of Chicago)에서 박사학위를 받았다. 그는 미국, 유럽, 아시아/태평양 외교사를 가르치고 있으며, 많은 책의 저자이다. 가장 최근에 발간한 책은 Freedom Just Around the Corner: A New American History, 1585~1828(2004)이다. 또 다른 책으로는 Promised Land, Crusader State: The American Encounter With the World Since 1776(1997), Let the Sea Make a Noise: A History of the North Pacific from Magellan to MacArthur(1993) 등이 있다. 그는 이 책으로 1986년 퓰리처상을 받았다. 또한, 그는 외교정책연구소(Foreign Policy Research Institute)의 선임연구원으로, 그 연구소에서 발간하는 계간지 <오비스>(Orbis: A Journal of World Affairs)의 편집자이기도 하다.
