세계적인 유전학자이자 의사(M.D.)이다. 미국 버지니아 대학 화학과를 졸업하고, 예일 대학 물리화학 박사학위와 노스캐롤라이나 대학 의학 박사학위를 받았다. 미시간 대학의 인간유전학 교수로 재직할 당시, 낭포성섬유증, 신경섬유종, 헌팅턴병과 같은 유전 질병의 유전자 결함을 발견하는 데 기여했다. 1993년부터 15년간 미국 국립보건원 소속 인간유전체 연구소(HGRI, Human Genome Research Institute)의 소장을 맡았으며, 역사상 최초로 시도된 인간유전체연구사업(인간게놈프로젝트)을 이끌었다. 인간유전체연구사업에는 세계 6개 국가의 2천여 명의 과학자들이 참여했으며, 2003년에 최초의 인간 유전체 지도 완성본을 발표했다. 현재 미국 국립보건원(National Institutes of Health) 원장을 맡고 있다. 2007년 미국 대통령자유훈장(Presidental Medal of Freedom), 2009년에 미국 국가과학상(National Medal of Science)을 수상했다. 저서로는『신의 언어 (The Language of God )』, 『믿음(Belief )』 등이 있다.
