현재 호프스트라대학교 교수로, 1995년부터 2000년까지 대학의 특수교육코디네이터를 역임했다. Bowe 교수는 유치원∼고등학교에서의 접근성을 요구했던 1973년 재활법 504조의 ‘아버지’로 널리 알려져 있다. 그의 초기 저서 중에는 『지체, 감각 그리고 건강장애(Physical, Sensory, and Health Disabilities)』와 『출생에서부터 5세까지: 조기 특수교육(Birth to Five: Early Childhood Special Education)』 등이 있다.
