1924년 런던에서 태어나 3년 뒤 가족과 함께 뉴질랜드로 이주하였다. 그곳 캔터베리대학에서 학사, 석사를 마친 뒤, 1952년 영국 케임브리지대학에서 17세기 잉글랜드 하원에 대한 연구로 박사학위를 받았다. 이 연구는 5년 후《고래(古來)의 헌정과 봉건법》으로 간행되었다. 1965년 미국으로 이주하여 워싱턴대학(세인트루이스) 역사학 교수로 재직하면서《마키아벨리언 모멘트》(1975)를 썼다. 그에게 명성을 안겨준 이 책의 출간과 함께 그는 존스홉킨스대학으로 자리를 옮겨 약 20년간 재임하였고, 1994년부터는 같은 대학 명예교수로 재직중이다. 위의 두 저서 외의 주요 저작으로는《정치?언어?시간》(1972),《존 로크》(공저, 1980),《덕?상업?역사》(1985),《브리튼 정치사상의 다양한 측면들, 1500～1800》(공저, 1997),《야만과 종교》(총 6권 예정, 1999～ ),《도서(島嶼)의 발견》(2005),《정치사상과 역사: 이론과 방법》(2008) 등이 있고, 편저로는《제임스 해링턴의 정치저술》(1977),《세 개의 브리튼 혁명: 1641, 1688, 1776》(1980),《에드먼드 버크: 프랑스혁명에 대한 성찰》(1987),《개념적 변화와 헌정》(공편, 1988),《제임스 해링턴: 오세아나 공화국과 정치의 체계》(1992),《에드워드 기번》(공편, 1997) 등이 있다.
