William Maxwell 박사는 1930년에 미국에서 출생하여 피닉스의 Carver High School을 수석 졸업한 후 오레곤 주립 대학에서 교육 학사와 자연과학 학사, 하버드 대학교에서 교육학 석사와 교육학 박사를 받았다. 또 그는 Maryland, California (Berkley) 와 Oxford 대학교에서 수학했다. 그의 지능에 관한 연구 성과는 Psychological Reports, Phi Delta Kappan, The International Journal of Educational Development, Educational Leadership 등과 기타 학술지에 발표되었다. 그의 저서 Thinking: The Expanding Frontier(Philadelphia: Franklin Institute Press, 1983)는 Harvard 교육 대학원의 필독서에 들어 있고, 그 내용을 BBC에서 2회 방송했다. Maxwell 박사는 University of California (Fresno)를 위시한 4개 대학교의 교수와 사범대 학장을 역임했고 애리조나 주의 University of Advancing Technology의 석좌교수로서 Edward de Bono와 더불어, 세계에서 둘밖에 없는 Professor of Thinking 칭호를 받았으며, 세계 석학들의 학술회의인 International Conference on Thinking을 창설했다. 그는 주한 유엔군 사령부 민간 교육 책임자로 근무한 후, 전남 대학교 교수로서 2년간 가르쳤다. 그는 플라톤의 교육 이상과 Milton Friedman의 "Educational Mortgage Plan"에 토대를 두고 미국의 애리조나와 아칸소 주 및 알바니아 수도 티라나에 지-덕-체의 통전적 교육을 실시할 the Global Academy for International Athletics의 설립을 추진 중이며 현재는 티라나 소재의 University of New York 분교에서 가르치고 있다.
