레스터 설러먼(Lester M. Salamon)은 현재 Johns Hopkins대학의 교수이며, 동 대학의 Institute for Policy Studies 프로그램의 설립자(Founding Director)로서 이 연구소의 The Center for Civil Studies와 The Comparative Nonprofit Sector Project의 책임자로 재직하고 있다. 그는 다년간 미국 및 세계 각국의 비영리부문과 사회복지정책 연구에 있어 선도적 역할을 해왔으며, 'The Emerging Sector: An Overview', 'Partners in Public Service: Government-Nonprofit Relations in the Modern Welfare State', 'Government and the Third Sector: Emerging Relationships in Welfare States' 등 다수의 저서와 논문을 발표했다. 프린스턴 대학을 졸업하였으며 하버드대에서 정치학 박사학위를 받았다.
