현 미국 소카대학교(SUA) 교수. 서던 캘리포니아 대학교에서 박사학 위를 받았으며, 2001년부터 SUA에서 수사학과 언어학을 가르치며 글쓰기 프로그램을 이끌고 있다. 연구 분야는 수사학, 심리언어학, 인 지 문법, 유아 발달, 작문이론과 방법 등이며, 주요 저서로는 An Introduction to Classical Rhetoric: Essential Readings(Blackwell, 2009), Preparing to Teach Writing: Research, Theory, and Practice(Lawrence Erlbaum & Associates, 2003), Writing and Language Arts, Grades K-6(SRA/McGraw-Hill, 2003, 공저) 등이 있다. 윌리엄스는 2009년에 세계 3대 인명사전의 하나인 마르퀴즈 후 즈 후 인더월드(Marquis Who's Who in the World)에 등재되었다.
