영국의 역사학자.고전학자.문헌학자이다. 1861년 아일랜드 모나헨에서 태어나 포일 대학과 트리니티 대학에서 역사학을 전공했으며, 1883년부터 9년간 트리니티 대학에서 현대사 교수를 지냈다. 1902년 케임브리지 대학 역사학 교수로 부임해 1927년 운명할 때까지 일했다. 에디워드 기번의 <로마제국쇠망사>의 편집자이기도 하다. 지은 책으로 <History of the Later Roma Empire from Arcadius to Irene>, <History of Greece to the Death of Alexander the Great>, <Iead of Progress> 등이 있다.
