2017년부터 2021년까지 트럼프 대통령 내각에서 미국 무역대표부(USTR) 대표로 재직했으며 1980년대의 레이건 대통령 시절에는 미국 무역대표부 부대표를 지냈다. 그는 미국에서 가장 중요한 국제 무역 전문가 중 한 명으로, 북미FTA를 비롯한 수십 개의 국제 협정을 주도하고 40년 이상 통상행정에 종사해 왔다. 그는 오하이오에서 태어나 조지타운 로스쿨을 졸업했다.
