맨체스터 대학교 개발학 교수이며, 현재 글로벌 개발 연구소(Global Development Institute) 소장이자 효과적인 국가 및 포괄적 개발 연구 센터(Effective States and Inclusive Development Research Centre)의 대표이다. 30년 넘게 농촌 개발, 빈곤 및 빈곤 축소, 소액금융, 개발·환경관리·사회보호에서의 NGO의 역할, 글로벌 빈곤의 정치경제를 연구해 왔다. 주로 방글라데시를 연구해 왔지만, 남아시아, 동아프리카, 태평양에 이르는 광범한 지역도 연구했다. 저서로는 Global Poverty: How Global Governance is Failing the Poor(2010), Just Give Money to the Poor(2010, 공저), Challenging Global Inequality: The Theory and Practice of Development in the Twenty First Century(2007, 공저), The State of the Poorest in Bangladesh(2006, 공저) 등이 있다.
