캐나다 퀘벡대학교의 Ecole de Technologie Superieure(ETS)의 교수이다. 독일 Otto von Guericke대학교에서 소프트웨어 엔지니어링으로 박사학위를 취득했으며, 20년 이상 은행과 통신업계에서 활동했다. 『Software Quality International Standard ISO 9126(part3)』의 공저자이며, 「Guide to the SWEBOK(Software Engineering Body of Knowledge)」의 품질과 소프트웨어 유지개선 챕터의 공저자이기도 하다.

캐나다 퀘벡대학교의 Ecole de Technologie Superieure(ETS)의 교수이자 학장이다. 2001~2003년 ISO/IEC JTC1 SC-Software and System Engineering의 국제 비서로서 소프트웨어 엔지니어링 표준 수립에 활발히 참여했으며, 현재 Common Software Measurement International Consortium(COSMIC)의 공동 의장을 맡고 있다. 그는 정보시스템 개발과 소프트웨어 엔지니어링 분야에서 20년 이상의 업계 경험을 갖고 있다. Ecole Polytechnique de Montreal(Canada)의 Electrical and Computer Engineering(1994)에서 박사학위를, 오타와대학교에서 Management Sciences(1974), Electrical Engineering(1975) 석사학위를 받았다. 연구 대상은 소프트웨어 생산성과 예측 모델들, 소프트웨어 엔지니어링 기초, 소프트웨어 품질, 소프트웨어 기능 크기 측정, 소프트웨어 리스크 관리, 소프트웨어 유지개선 관리이다. 그는 『Guide to the Software Engineering Body of Knowledge(www.swebok.org)』의 공저자이다.
