영국 런던 출신으로 런던정경대에서 경제학박사 학위를 받았으며 경제 관료로 재무부, 국방부 등을 두루 거친 후 1988년 감사원장으로 임명되었다. 2008년까지 감사원장으로 있으면서 정부의 역할 확대 등 급변하는 공공감사 환경하에서 성과감사의 정착 등을 통해 영국 감사원을 근대적인 감사기구로 성공적으로 전환시켰다는 평가를 받았다. 세계은행(World Bank), 국제연합(UN), 세계감사원장회의(INTOSAI) 등의 공공감사 관련 자문과 개혁 어젠더에서 핵심적 역할을 했으며, 런던정경대학교와 브라이턴대학교 등에서 초청교수와 석좌교수를 역임하였다.
