1963년 뉴욕 주 빙엄튼에서 여섯 딸 중 막내로 태어났다. 본명은 프랜신 스테파니 배런(Fracine Stephanie Barron)으로, ‘스테파니 배런’과 ‘프랜신 메튜스(Francine Mathews)’라는 두 개의 필명으로 활동하고 있다. 워싱턴 D.C에서 자란 그녀는 프린스톤 대학에 진학해 역사학(유럽 역사)을 전공하며 프랑스 나폴레옹 시대를 연구했다. 대학 시절의 경험은 그녀에게 큰 영향을 미쳤다. 대학 신문에 뉴스 기사를 쓰며 글쓰기를 배웠으며 퓰리처 상을 받은 작가이자 뉴요커 잡지의 필진인 존 맥피 교수의 강의를 수강했다. 대학 시절의 경험은 그녀의 글에 큰 영향을 미쳤다. 스탠퍼드 대학원에서 석사 학위를 받은 그녀는 CIA에 지원하여 1년 동안 버지니아 북부에서 임시직원으로 근무하였다. 그 후 훈련을 거쳐 4년 동안 CIA의 정보분석가로 활약했으며, 이때 스코틀랜드에서 일어난 팬암 103 항공기 폭파 사건(1988년)을 조사하기도 했다. 스테파니 배런은 1992년에 첫 번째 책을 출간했으며 책 출간 1년 후 CIA를 그만두었다. 작가로서의 그녀는 비평가들의 찬사를 이끌어낸 ‘제인 오스틴 미스터리’ 시리즈로 유명해졌으며, 프랜신 매튜스라는 필명으로 CIA 시절의 경험을 살린 첩보 소설도 발표하고 있다. 이 중 《알라바이 클럽The Alibi Club》은 미국 출판계의 바이블이라고 불리는 퍼블리셔스 위클리에서 2006년 최고의 소설 중 한 권으로 선정한 바 있다. 2013년 현재 콜로라도 덴버에서 살고 있다.
