영국 케임브리지 대학교에서 Obeying the Truth (1988; 『진리에 대한 복종: 갈라디아서에 나타난 바울의 윤리학』, 감은사, 2020 역간)으로 박사학위를 받고, 스코틀랜드의 글라스고우 대학교에서 가르쳤다(1984-2003). 현재는 영국의 더럼대학교 라이트풋 신약학 석좌교수로 재직하고 있으며, BNTS (British New Testament Society) 회장직과 NTS (New Testament Studies) 편집장으로 봉직한 바 있다. 대표적인 저작으로는 Jews in the Mediterranean Diaspora from Alexander to Trajan (323 BCE - 117 CE) (1996), Flavius Josephus: Translation and Commentary (2007), Pauline Churches and Diaspora Jews (2011), Paul and the Gift (2015; 『바울과 선물』 새물결플러스, 2019 역간) 등이 있다.
