관사, 미묘하지만 중요하다
… and that government of the people, by the people for the people shall not perish.
국민을 위해, 국민이 국민을 다스리는 것(정부?)은 종언을 고하지 않을 것이다
예문에서 ‘government’는 ‘정부’가 아니다. 왜일까? 작자(링컨)가 관사를 붙이지 않았기 때문이다. ‘that’을 관사 대신 쓴 지시형용사(저~의)로 보면 곤란하다.
It is for us the living, rather, to be dedicated here to the unfinished work which they who fought here have thus far so nobly advanced. It is rather for us to be here dedicated to the great task remaining before us?that from these honored dead we take increased devotion to that cause for which they gave the last full measure of devotion?that we here highly resolve that these dead shall not have died in vain?that this nation, under God, shall have a new birth of freedom?and that government of the people, by the people, for the people, shall not perish from the earth(게티즈버그 연설문에서 발췌).
전문을 보면 ‘that’은 접속사로 봄직하며 구조는 이렇다.

정부는 추상적인 개념이 아니라 실체가 있는 국가기관을 가리키기 때문에 정관사를 써야 옳다. 물론 아직 실현되지 않았거나 어렴풋한 정부를 가리킨다면 부정관사(a)를 썼을 것이다. 여기에 관사를 붙이지 않았다는 것은 추상적인 ‘통치’나 ‘시정’ 혹은 ‘행정’을 의미한다는 방증이다. 때문에 본문은 ‘국민이 국민을 통치 혹은 다스린다’로 풀이해야 옳은 것이다.
