정치학자로서 미국 정보공동체와 국가안보 정책 분야 최고 전문가이다. 클린턴 행정부 NSC 직원, 부시 대통령 선거 본부 외교 정책 고문 등을 역임하였고, 미국 정부에 정보, 국토안보, 사이버 보안 문제 관련 자문을 제공하였다. 현재 스탠퍼드 대학교 정치학 교수, 프리먼 스포글리 국제학연구소 선임연구원, 후버 연구소 선임연구원 등으로 재임 중이다. 저서로는 『설계상의 결함(Flawed by Design)』(1999), 『스파잉 블라인드(Spying Blind)』(2007), 『스파이를 보는 눈(Eyes on Spies)』(2011), 『정치가 던지는 위험(Political Risk)』(2018, 콘돌리자 라이스 공저) 등이 있다.
