미국 애리조나주립대학교에서 행정학 박사를 취득하고(1990), 미국 캘리포니아주립대(SJSU) 교수로 재직했으며(1991～2005), 현재 성균관대학교 국정관리대학원 행정학과 교수로 재직하고 있다. 주요 관심 분야는 성과관리, 재무행정, 국정관리 등이다. 최근 저서로는 <성과관리: 한국 제도편>(2013), <성과관리: 외국 제도편>(2013), Public Governance and Management: Lessons for Developing Countries(2012), Citizen Participation: Innovative and Alternative Modes for Engaging Citizens(2011) 등이 있다(dkong@skku.edu).

성균관대학교 행정학과를 졸업하고, 텍사스 주립대(오스틴)에서 석사와 플로리다 주립대(탈라하시)에서 박사를 각각 취득하였다. 텍사스 주립대(산 안토니오)에서 3년간 조교수로 재직하였고, 2007년부터 성균관대학교 행정학과 및 국정전문대학원에서 재직 중이다. 저서로 <한국거버넌스 사례집(2016, 공저)>, <한국거버넌스 사례연구(2015, 공저)>가 있다. 보통 사람들의 일상 속 생활자치와 지역문화의 활성화에 기반한 삶의 질과 지속가능발전을 고민하며 연구하고 있다.
