1959년 경기도 포천에서 출생했다. 서울대학교 지구과학교육과를 졸업(이학사) 후 동 대학원에서 “지구과학교육의 역사”로 교육학 박사학위를 받았다. 서울시교육청 관할 자양고, 경동고 및 한성과학고 교사를 거쳤다. 춘천교육대학교 과학교육과 전임강사, 조교수, 부교수를 거쳐 현재 교수로 재직 중이다. 제6대 춘천교육대학교 총장(2013∼2017), 한국과학사학회 회장, 한국일본교육학회 회장, 에너지기후변화교육학회 회장 등을 역임했다. 주된 연구 분야는 과학교육의 역사와 역사 천문학이다. 저서로는 ≪천문학 탐구자들≫(살림, 2003), ≪시헌력의 조선 도입 역사≫(춘천교육대학교출판부, 2022) 등이, 역서로는 ≪서운관지≫(소명출판, 2003), ≪중국의 과학과 문명: 수학, 하늘과 땅의 과학, 물리학≫(까치, 2000) 등이 있다.

서울대학교 천문학과에서 이학사와 이학석사를 마치고, 미국 미네소타 대학교에서 천체물리학으로 박사학위(Ph.D.)를 받았다. 서울대학교 사범대학 지구과학교육과에서 35년 동안 교수로 재직하면서 천문학, 천체물리학, 과학영재교육론과 관련된 내용을 강의하고 연구했으며, 이 내용과 관련된 15여 권의 책을 저술하였다. 1980년 부활절에 세례를 받고 기독교 신자가 된 이후에 과학과 신학에 대한 공부를 하다 장로회신학대학교 신대원에 입학하여 104기로 졸업하였고, 정년퇴임 후 KAICAM에서 목사 안수를 받았다. 과학과 신학 포럼인 ‘이수포럼’을 섬겼으며, 현재 ‘낮은교회’ 담임목사이자 ‘과학신학연구회’ 회장으로 활동하고 있다.

서울대학교 지구과학교육과와 (구)민족문화추진회 국역연수원 상임연구부를 졸업한 후 성균관대학교 한문고전번역협동과정에서 《구장술해(九章術解)의 연구와 역주》로 박사학위를 받았다. 한국고전번역원 연구원, 성균관대학교 대동문화연구원 수석연구원을 지냈으며, 지금은 천문산법류(天文算法類) 한문고전의 전문번역가로 활동하고 있다. 《승정원일기》, 《무명자집》, 《칠정산내편》 등의 번역에 참여하였다.
