1945년 경남 합천 출생. 서울대(법학사, 1969)와 미국 뉴욕대(경제학석사, 1987)를 졸업했다. 1970년 행정고시를 거쳐 공직에 들어가 재무부 이재국장, 국제금융국장, 세제실장, 주미대사관 재무관, 관세청장, 통상산업부 차관, 재정경제부 차관, 기획재정부 장관, 대통령경제특별보좌관 겸 국가경쟁력강화위원장, KDB금융그룹 회장으로 일했다. 정부에서 부가가치세 도입, 금융 ? 부동산실명제 도입, 금융개혁과 금융시장 개방, 부실기업 정리, 통상진흥에 이르는 정책의 추진에 참여했고, 1997년 외환위기 때는 재정경제부 차관으로 IMF 지원자금 협상과 금융감독 ? 중앙은행 개편을 추진했다. 2007년 대통령선거에서 이명박 후보의 공약 입안자로 일했고, 2008년 글로벌 금융위기 때는 기획재정부 장관으로 환율실세화, 감세정책, 한 ? 미 통화스와프 등 위기대응정책을 추진했다.
