한국교원대학교 교육정책전문대학원 교수. 서울대학교 교육학과와 같은 대학 대학원을 졸업하고, 청주교육대학교를 거쳐 한국교원대학교 교수로 가르치고 있다. 국가교육위원회 전문위원을 역임했다. 초·중등교육 정책과 학교법에 관심을 가지고 공부하고 있으며, 근래 한국의 고등교육에 주목하여 관련 연구에 참여하고 있다. 《교육개혁의 논리와 현실》(2012), 《학교 자율 운영 2.0 : 학교개혁의 전개와 전망》(2019) 등의 책을 썼고, 《대학평가의 정치학》(2018), 《코로나 이후의 교육을 말하다》(2021), 《우리 아이의 입시는 공정한가》(2023) 등의 책을 함께 집필했다.

연세대학교 법과대학을 졸업하고 같은 대학원에서 헌법으로 법학 석사와 박사 학위를 받았다. 2012년부터 한국교원대학교에서 교사가 될 학생과 현직 교사에게 법학과 법교육을 가르치고 있다. 현재 대한교육법학회 회장, 한국공법학회 부회장, 한국헌법학회 감사, 한국사회과교육학회 감사, 한국사회교과교육학회 운영사무국장, 동성중학교 학교운영위원회 위원으로 활동하고 있다. 버클리 대학교(UC Berkeley, School of Law) 방문연구원, 한국전산원 선임연구원, 법무부 법교육위원회 위원, 혜화초등학교 학교운영위원회 위원장으로 활동했다. 2016년 한국공법학회 신진학술상(헌법 분야)에 이어 2024년 대한교육법학회 제6회 일봉 정태수 학술상을 수상했다. 법과 시민교육을 주제로 여러 논문을 발표했으며, 지은 책으로 『전환기의 교육헌법』 『법 안의 사람 법 밖의 사람』이 있다. 함께 쓴 책으로 『새로운 시대의 인권』 『데이터와 법』 『이론&실무 정보통신망법』 『교육법의 이해와 실제』 『민주 시민교육의 이해와 적용』이 있고, 『초등학교 사회』 『중학교 사회』 『고등학교 정치와 법』 『고등학교 정치』 등 교과서 집필진으로 참여했다. ‘민주 시민 있는 곳에 민주 국가가 있다’라는 생각으로 청소년이 일상에서 공동체의 문제를 발견하고 이에 대한 해결 방안을 탐구하는 역량을 키우는 데 관심을 가지고 활동해 왔다. 또한 청소년이 학교 교실에서 정치적・사회적 쟁점에 대해 논쟁할 수 있는 환경을 조성하기 위해 힘쓰고 있다.
