사회적경제 social economy

경제학자이자 협동조합 이론 연구자였던 프랑스의 샤를 지드Charles Gide는 1903년 발간한 한 보고서에서 이들 3가지 유형의 조직과 기타 사회적 장치들을 통틀어 ‘사회적경제?conomie sociale’라고 지칭했다. 그는 자본주의 시장경제가 수반하는 이윤독점과 불평등을 해소하고 견제하는 장치로서 ‘사회적경제’라는 개념을 설정했다.
하지만 사회적경제라는 용어는 그 후 역사 속에서 사라졌다. 제2차 세계대전 이후 유럽 각국에서는 여러 사회문제를 국가 차원에서 해결하는 복지체계가 확립되었다. 지역공동체 형태로 문제를 해결했던 상호공제회나 결사체들은 전국 차원의 사회보장제도가 수립된 후에는 역할이 없어졌기 때문에 제도 속으로 편입되거나 해체되었다.
사회적경제가 다시 수면 위로 떠오른 것은 복지국가가 위기를 맞이하면서부터였다. 1970년대부터 유럽의 자본주의는 저성장의 길을 걸으면서 실업과 빈곤화 문제가 심각해졌다. 재정이 어려워진 각국 정부는 종전과 같이 넉넉하게 사회서비스를 제공할 수 없게 되었고, 고용을 창출하는 데도 무력했다. 결국 자율적으로 경제활동을 하면서 사회에 유익한 목적을 추구하는 제3섹터의 역할과 잠재력에 많은 기대가 모아졌다.

지역화폐 local currency

지역화폐란 정부에 의해 통용이 강제되고 전국에서 유통하는 법정화폐와 달리 시민들에 의해 자발적으로 운영되며 소규모 지역 내에서 유통하는 국지적 화폐다. 법정화폐의 경우 가치가 국가에 의해 부여되지만, 지역화폐는 그 가치가 회원들 사이의 거래에 의해 부여된다.
지역화폐의 구체적 형태는 나라마다 다르지만, 기본 모델은 1983년 캐나다의 마이클 린턴Michael Linton에 의해 제시되었다. 밴쿠버의 작은 광산촌인 코트니Courtenay는 당시 광산이 폐쇄되면서 실업자가 양산되어 주민들이 생활에 큰 어려움을 겪고 있었다. 이런 상황에서 린턴은 기업에 고용되지 못해 법정화폐를 확보하지 못하더라도 경제적 자립을 가능케 할 새로운 교환방식을 모색했는데, 그 핵심이 바로 지역화폐였다. 이때 린턴이 제안한 지역화
폐는 ‘레츠LETS’ 즉 ‘지역교환거래망Local Exchange and Trading System’이라고 알려진 유형으로서, 직장이 없어 돈을 벌지 못하더라도 소비를 할 수 있도록 해준다는 점에서는 화폐경제의 한계를 뛰어넘고, 법정화폐는 아니지만 교환의 매개수단으로 사용된다는 점에서는 물물교환경제의 한계를 뛰어넘는 시도였다.

사회적 배제와 사회적 포용 social exclusion vs. social inclusion

‘사회적 배제’라는 개념은 1974년 프랑스 시라크 정부의 사회부Social Action 장관이었던 르누아르Rene Lenoir가 처음으로 선보였다. 그는 한 연설에서 프랑스 인구의 10%가 ‘배제된 사람들les exclus’이며, 이들은 사회보험의 혜택을 보지 못하고 있어서 시민사회로부터 벗어나 존재하고 있다는 점을 지적했다(Silver, 1994). 그 이후 유럽을 중심으로 이 현상에 대한 여러 논의들이 있어왔는데, 대체로 사회적 배제는 “소비활동, 소득활동, 정치활동, 사회적 연대성 등 몇 가지 영역과 관련한 곤궁과 박탈을 포괄하는 현상”으로 이해되고 있다.
영국의 사회적배제국Social Exclusion Unit에서는, 사회적 배제가 사람들이나 지역들이 실업, 차별, 취약한 기술 수준, 낮은 임금, 열악한 주거, 높은 범죄, 좋지 않은 건강 그리고 가정의 붕괴 등과 같은 일련의 문제들로부터 고통을 받을 때 발생하며, 그러한 문제들이 동시에 결합되면 악영향을 미치는 순환을 생성한다고 보았다. 이들은 주로 경제적 배제를 야기하는 여러 양상들에 주목한다.
